If a user tries to login unsuccessfully four times in a row their account will be temporarily suspended. This is a security feature meant to help cut down on repeated unsuccessful login attempts. If you have a user who has accidentally triggered the lockout, Administrator level users can unsuspend the account.
If you go to People >> search for the user >> view the user's profile there should be a link like this in the left hand column:
Clicking on "click here" will reset their account and grant them access to Intervals.
